2007 RLRL Rules

Introduction: Members are responsible for knowing and understanding the league rules. By registering with the league, members accept the rules. Any questions about any rule should be directed to a RLRL Admin. Many of these rules are expanded upon in material in the website and forum.
Section 1 General Rules
A. Rookie Drivers
1. i. All new drivers (Rookies) will initially compete in the RLRL CTS Fixed Series or the RLRL Road Race Series, or both.
| ii. Rookies must compete in 6 races in the RLRL CTS Fixed Series before advancing to the RLRL Cup Series.
| iii. Rookies are on probation for their first 3 races.
B. Cars
1. All drivers must supply car files with their car number displayed.
C. RLRL Forum
1. All drivers must register in the forum with their driver name as their forum username.
D. Weekly Schedule, Series Settings and Race Results
1. Series details, schedules and results are posted on the website. All results are final.
E. Scheduled Races
1. Drivers must join a race at least 15 minutes before the end of practice to be allowed to qualify. Drivers joining in the final 15 minutes of practice will start from the rear. Drivers joining during qualifying must start from pit road.
2. Every race will be attended by an officiating admin or moderator.
3. Race Decisions are the discretion of the league administrators and final.
4. Drivers disconnected during qualifying must start from pit road. During a race, drivers may rejoin and reenter the race only once. A driver may return to spectate after a second or third disconnection.
5. There will be no restarts of scheduled races.
6. If a race is interrupted before the halfway point, the full race will be re-run later. If a race is interrupted after the halfway point it will be scored by car positions on the last lap before the interruption, if possible. If positions cannot be established the race will be cancelled or re-run at half distance. Only drivers originally present or taking provisonals may run the re-race.
7. Connection issues that alter drivers standing during the race are part of the game and no relief will be given.
8. Drivers experiencing consistent connection problems during a race will be asked to retire.
F. Race Communication: TeamSpeex, Typed In-game Chat & Autochat Messages
1. The league uses TeamSpeex for race communication. TeamSpeex is optional, but strongly encouraged
| i. When using TeamSpeex, identify yourself and who you are talking to.
| ii. Keep all communications, audio or typed, brief. Be especially brief while under green.
| iii. Do not talk or chat during the qualifying session.
| iv. Keep all communications professional and polite.
| v. Maintain quiet from the exit of the last turn until taking the green on starts and restarts.
| vi. Drivers must inform the race of gear loss or car damage when in traffic or on starts or re-starts.
G. Definitions
1. An Aggressive Pass is defined as a passing manoeuvre where the attacking car gains an overlap on the defending car after, on ovals, the defending car has turned into the corner entry or, on road courses, after the braking zone.
2. A Self Spin is defined as a loss of control by a driver without contact with another car that results in the driver's car coming to a stop or near stop, or leaving the racing surface.
3. A Solo Action is the action of a driver that does not involve contact or interaction with another car.
Section 2 Racing Rules
A. Series Rules
1. Series rules take priority over rules listed here.
B. Starts and Restarts
1. There will be no racing for position until entering the backstretch on any start or restart as long as there are 11 or more laps remaining in the race.
2. Racing/passing is allowed if:
| i. There are 10 laps or fewer remaining in the race, or:
| ii. The passed car is so slow it cannot keep up to the car in front
3. Passing under rule 2.B.2.ii must be done safely. Aggressive passes may be penalized.
4. Illegally passing on starts will result in penalties unless the position is given back at the first opportunity.
5. Drivers must drive within 5 mph of the pace speed while maintaining a car spacing of .2.4 seconds while coming to a start or restart. Dropping back to allow a run at cars in front or accelerating from the lead before the green flag is shown is prohibited and will be penalized. This rule does not apply to a driver who is attempting to regain the tailend of the field before the restart until that driver pulls up to the field.
6. Single file restarts occuring with 10 or less laps remaining require all lapped cars to drive through pit road as soon as the pit road opens to lapped cars (usually the second lap under caution) and rejoin the field at the end. Lapped cars may pit for service. Any lapped car that does not pit through will lose 25 driver points unless the lapped car drives onto the left apron of the track when the green flag is shown and remains at pace speed until the field passes by.
C. Passing
1. i. All cars are allowed to compete with the car ahead of them, regardless of serial position.
| ii. It is the passing car’s responsibility to pass safely.
| iii. A car about to go 1 lap down must allow the leader by within two laps if the leader is faster.
| iv. A car 1 or more laps down must allow lead lap cars past at the first opportunity.
| v. A car about to lapped that is racing the car in front may continue to race, but must obey rule 2C1iii or iv if a passing threat cannot be maintained on the car ahead.
2. i. Cars that are allowing following car(s) past on oval tracks must move to either the high or low side, whichever is safer, and remain there until the pass(es) have been completed.
| ii. Cars that are allowing following cars past on road circuits must allow the passing car to initiate the pass, then move wide and lift enough to allow the car by before the next corner.
3. Right of Way on Road Courses
| i. Clear overlap is defined as being more than one third of a car length alongside the leading car.
| ii. An attacking car has the right of way if the car has established a clear overlap by the end of the braking zone. The defending car must give racing room, even if that requires surrendering the racing line.
| iii. A defending car is entitled to a single blocking maneuver before the corner to deny an overlap in the braking zone, and is also entitled to drive off the racing line to defend the position.
D. Caution periods
1. There is no racing back to the yellow flag and all cars must cease racing immediately when a caution comes out with 11 or more laps remaining. Once the final 10 laps have been announced, racing back to the yellow flag is permitted, but normal racing rules apply.
| i. The race leader sets the pace to the yellow flag.
| ii. Cars engaged in recovering from spins or an accident or stationary on the track may be passed.
| iii. A lapped car may pass to regain a lap, but cannot pass for position.
| iv. Lapped cars attempting to regain a lap must be allowed the chance.
2. Contact while under yellow is prohibited and will be penalized.
3. Contact under yellow made in retaliation will result in more severe penalties
E. Damaged & Slow Cars
1. Damaged cars are responsible for avoiding traffic traveling at racing speeds
2. Damaged cars on oval tracks must retire if they cannot maintain the track minimum lap time.
3. Drivers of damaged cars must announce their damage and be prepared to allow faster cars to pass on the high side on restarts.
4. A driver getting a slow start and under threat of a pass under rule 2.B.2.ii cannot move the car to block the pass
F. Self Spins
1. A driver who, by self spins or other solo actions on the track, causes three cautions in a race must retire.
F. Rough, vindictive, or careless driving is prohibited
Section 4 Race Reviews
A. Requests
1. Request for race reviews must be submitted to the league within 48 hours following the race in which the incident occurred. Requests must specify what to review and include the lap number, cars involved and a replay of the incident.
B. Replays
1. The replay saved by the server will be used for review. Driver supplied replays will only be used to establish POV.
C. Review
1. If the protest involves an RLRL Admin that admin will not be involved in the review.
2. i. Each review will be conducted by two admins, or
| ii RLRL admin will select two league drivers to conduct the review.
D. Review Results.
1. Review results and consequences will be published in the forum.
2. Review results have no appeal.
Section 5 Penalties
A. In Race Penalties
1. In-race penalties will only be used by non-racing moderators.
B. Administrative Penalties
1. Unsportsmanlike actions and illegal actions will receive penalties as determined by the league, including probation, loss of points and position, and suspension from competition.
C. Warnings
1. In most cases one warning will be issued per segment without penalty. However, depending on the severity of the infraction a penalty may be assessed without warning.
Section 6 Track Specific Rules
A. Super Speedways
1. There will be NO PASSING BELOW THE YELLOW LINE at any time during any race at a Super Speedways with yellow llines. If a driver does pass another car with 2 or more wheels are below the yellow line, the driver will be required to give the position gained back to the driver passed. Failure to do so will results in a loss of position in scoring as well as a points deduction.
2. Due to the importance of maintaining the draft at Super Speedways, racing will be allowed immediately upon the green flag on all starts and restarts. Any pass made before the start line must occur on the right side of the passed car. This does not supercede rule 2.B.5 regarding proper pace speed and car spacing prior to the green flag or any other rule regarding starts and restarts.
Section 7 Series Specific Rules
A. Series Rules
1. The adminstrator of each series is free to create rules that supercede or supplement any of the general rules listed here, subject to approval of the league administrative group.
2. Notice of specfic rules will be given by posts in the specific series forum or by e-mail to series drivers or by announcement at the drivers meeting held before each race.
